I've tested your plugin. The payment setting "Cash on delivery" in woocommerce and "On-site" is very different in terms of user experience.
The "On-site" setting is very user friendly unlike Woocommerce "Cash on delivery". It takes three steps to finish booking using woocommerce payment.
In my case, some of my services needed to pay online so I don't have choice but using woocommerce. However some services I prefer to set payment "on-site" because of user friendly.
Why can't you leave woocommerce and on-site option for us so we can choose which to use.
I don't know why they can't coexist, but there is a reason why our developers weren't able to make it work. PayPal and Stripe can be turned on at the same time as On-Site. Something related to WooCommerce is not allowing any other payment option to be active at the same time.
We've included integration with WooCommerce 2.5 years ago, and if it was that easy to enable other forms of payment along with WooCommerce, our developers would've already done that.
How many services like this do you have? If there's only one or two, you can set the price to $0, so WooCommerce is skipped altogether. With some JS we could maybe modify what the price says on front-end, so your customers are not confused seeing $0.

I'd like to set woocommerce payment for service A and service B
And set on site payment for service C and servicd D.
How can I config this setting ?
It seems when I set woocommerce payment , the on site payment is disabled.

Unfortunately, when you're using WooCommerce as a payment option, no other payment option can be enabled.
WooCommerce has "Cash on delivery", so it could be considered as payment "on-site".
