I am building a wordpress site for an electrical contractor who wants only addresses inside service area to be able to book an appointment. Will Amelia work for this? Thank you

There isn't such possibility in Amelia with its current built-in features, unfortunately, and there isn't an integration with such a tool available for Amelia to limit the booking to someone's area.
You can suggest that as a feature request here, or check if there is such request there and vote for it.
