I would like to create a small thermometer-type or single bar chart for showing a country's ranking. The chart would visualize a single number (between 1-160) from a wpdatatable (pulled from a csv file online). The top would be 1 and the bottom would be 160. Is there any way to do this?

That seems pretty easy to achieve. You'd need two columns - one for the X axis (string), and one for the data (integer), and one row.
Styling the chart to look like in your screenshot, however needs to be done with wpDataCharts callbacks.
So, to add max value 1, min value 160 on the Y axis, add value in the column and reduce the width of the column, you'l need to use callbacks.
