Of course, Amelia doesn't require them to be WordPress users. If you add a booking form on a public page, anyone will be able to book (unless, of course, you have some security which blocks the page for non-logged-in users).
You would also want to disable "Automatically create Amelia Customer user" in Amelia Settings/Roles/Customer.

I would like guests (non logged or registered users) to book a meeting without being a wordpress user.
