I am sorry to disappoint you, but unfortunately something like this is not possible with the plugin's built-in features.
Manual tables have wdt_ID column with is auto-increment column from wpDataTables created for crud functionality. Changing the order of rows by drag and drop is not possible, but you can add an integer column, per which the table will be sorted (in column settings/sorting). Then, you would be able to change the numbers in that column, and in that way change the order of rows in the table.
