When I export a table as an excel, and in the excel template I upload I configure conditional formatting, for example TRUE is green and FALSE is red, the conditional format skips one row. So I can see all the cells with TRUE and FALSE as text. And the next row is red or green.
I can't say without taking a look at your template and the table. Can you send me the template, and provide me a link to the table on front-end, so I can see what's going on?
