There isn't a possibility to restrict anything in PayPal from within Amelia, unfortunately, as customers are redirected to PayPal (their page, which can't be managed from Amelia) for payment purposes and only the payment status returns from there (whether the payment was successful or not).
Regarding the Amelia booking form, for the phone country code you can choose the country set by default to Canada in Amelia -> General -> Settings, but you can't restrict customers changing the code.

I'm wondering if there is a way to restrict the list of country that the clients see when they get into PayPal from Amelia ?
In fact, my clients are all in Canada so I want only Canada for choice and already selected.
