Creating Packages in Amelia WordPress Booking plugin.I read the info and I'd like to know (I dont think so) that this feature doesn't let user creat their own packeges, right?

Yes, you are right, this feature isn't allowing customers creating Packages on their own, only you can create packages (admin or manager) in the back-end of Amelia and then customers can book those packages on the front-end.
We don't have that feature planned for now, you can suggest it as a feature request here.
