Each server-side table sends out an admin-ajax call, and responses are received in JSON, so since you can see the table normally while logged in as Administrator, a security issue (imposed by a security plugin, or your server) is blocking the admin-ajax call for all other roles and non-logged-in users.

You need to inspect active security measures, and see what's blocking the table from being loaded. If you don't have any security plugins installed, reach out to your hosting provider.
