We have reordered the optional fields and in the form they come out well placed but in the orders generated by woocomerce the order is not right.
The Attachment is the woocomerce email with the order. The fields are numbered (except 2 which is the first one shown) and you can clearly see the problem
You are correct, reordering of custom fields applies to the front-end view.
Fields are stored in the database, so both CSV export and WooCommerce look at those for the sorting logic. I suppose the way you see them is the order in which they were added.
I'll kindly ask you to add it as a feature suggestion on this page. Features are pushed up on our "to-do" list when there are a lot of customers requesting those features, so having your vote as a customer can be beneficial to this feature being developed sooner.
