I have a client whose scheduling logic begins with employee selection, rather than service or location.
How can I publish the employee catalog on the front end? Can I do a search by employee?

I am sorry to disappoint you, but unfortunately something like this is not possible with the plugin's built-in features.
You can create a page where you will list all your employees, and hyperlink their profiles, so when someone clicks on an employee, they are taken to his profile, and they can book a service with them on that page, using [ameliabooking employee=3] shortcode.
