When I go into Amelia in the backend booker and I try to add an appointment for a client and set a TIME the only options are on the hour and not the 1/2 hour. SO for example I can only book for 6pm or 7pm not 6:30.
In the regular front end booking the client can choose any time 5/5:30/6/6:30. but for some reason when I try to go in and create an appointment this option is not there.

The time slot is defined in General Settings of Amelia, and it should work the same for front-end and for back-end.
Since you have this enabled, though:
The service's duration is used for booking a time slot, so for 60-minute long services, you would see exactly that - 08:00, 09:00, 10:00, and so on.
I can see the same behavior in front-end:
So, this is expected.

So would I uncheck “use service duration for booking a time slot” so that I can enable the booker to allow services on the half hour?
If not, how do I make it correct .

Yeah, if you want the available time slots to be offered every 30 minutes, you should choose "30 Minutes" as the default time slot step.
This is how it works, though:
If your service lasts 1 hour, and a day is clear, your customers will see the time slots like this:
08:00 - 09:00, 08:30 - 09:30, 09:00 - 10:00, 09:30 - 10:30, 10:00 - 11:00
So if a customer books the appointment at 08:30 (for example), time slot at 08:00 and time slot at 09:00 will be removed because no one would be able to book another appointment at 08:00 because it can't be finished until 08:30 when the previous appointment was booked, and no one would be able to book the time slot at 09:00 because the previous appointment booked at 08:30 can't be finished until 09:00.
