There's actually no %text_content% placeholder. We mistyped that in the change log. The change was that we've added Text Content custom field in the notifications.
So, you can now add the %custom_field_1% placeholder (assuming Custom Field #1 is "Text Content" type field) in the email notifications, and it will show the contents of the custom field you've added to the service.
