I tried to login as an employee but seems that employee can not create new customers (Only Existing customers).
assuming a customer visit the employee to his physical location for booking, and the employee want to use his dashboard for that (On-Site).
How can employee create a new customer without using existing customers?

No, unfortunately, employees can't create new customers in Amelia with its current built-in features. They can only book appointments with the existing customers. They would need to book an appointment on the front-end to create a new customer, that would be the only way.
