The option Show service on-site is configuring if a service will be shown on the front-end or not, so that option can't help in your use case. There isn't a possibility to exclude one service from the shortcode where all services are listed and then show it with the shortcode with that service ID.
If they are convenient for your setup maybe these work-arounds could help - having all of the services in one category and that one service in another one, so in one shortcode use the first category ID and in the other one the second category ID. Or assigning only this service to one employee and the other ones to another employee, so dividing them by employee IDs shortcodes, if that is possible in your setup.

I have a list of services on one page.
On another, I'd like a single service. When i set it up showing the single service, it will only work if the service is set SHOW SERVICE ON SITE = On
But doing that adds the service to the other list of services which I do not want. How do I fix this?
