Is it possible to assign a manager role exclusively to a determined services or categories? This role would not be able to see or manage other services, employees outside of selected ones.

I am sorry to disappoint you, but unfortunately something like this is not possible with the plugin's built-in features.
The “Amelia Manager” role has almost the same permissions as an “Administrator” role. This role is allowed hide but not delete anything, a manager cannot customize the front-end look of the plugin and doesn’t have access to the WordPress settings.
There are no settings within the plugin which will allow you to accomplish what you need.
