Is that possible to make user to select location first and then the services. As you can see in the related url services are doubled up. Name of the services are same but the prices are different for different locations. However if they would be able to select the location first, every thing is fine.

There isn't a possibility to select location first and then have the service selection, unfortunately. You can only have two separate booking forms for each location if that could help, as there is the shortcode for Amelia booking form with location ID. You will find all of the shortcodes that you can use on your pages for Amelia by following this link.
