No, that is not a bug. The time format for the Employees' Work hours in the back-end can't be shown in the 12 am/pm format, unfortunately. The library used supports only the 24 h time format.

Our plugin is using the WordPress date and time format, so you can change that in the General WordPress settings.

Same issue, it is showing as 24 hour format, but everything in Settings is set to our local time zone and hours.
