We do not provide support for Google Calendar notifications, and I believe there are settings in Google Calendar where you can enable or disable sending email notifications.
As for Amelia Notifications, there is only one setting where you configure notifications, and if you're using SMTP, and it's not working it is usually caused by one of three things:
Your hosting provider is not allowing any SMTP settings other than their own
The PHP version on your server is less than v7
You have a security plugin, or some server config that is blocking the emails from being sent
If you check all three points, and you still can't resolve the issue, I'll need to remote in and take a look to see what's going on.
For that, I'll need you to provide me a temporary WP-admin login for your site where this happens, so we could log in and take a look ‘from the inside’ as that’s the most efficient way to see and resolve the issue. We do not interfere with any data or anything else except for the plugin (in case that’s a production version of the site), and of course we do not provide login data to third party.
You can write credentials here just check Private Reply so nobody can see them except us.
Do I need to use a specific Mail Service in order to get this feature? I'm not seeing the Email Notification templates being used anywhere.

If I understood you correctly, you don't want them to receive any notifications until you approve the appointment, correct?
If that is true, you should simply disable the "Appointment Pending" notification.

Sorry if I wasn't clear in my original post.
I have all notifications enabled, but the customer isn't getting any of these emails.
Instead, they would receive an Invitation to Event Email as soon as they book the appointment, despite the fact that it's not approved yet.
I'll be fine with this if they were getting an email that the appointment is pending approval-- And upon approval, they would get the invite email.
The default appointment status is set to Pending
I'm fine with getting notifications (in this case, we aren't getting ANY)-- But I'm talking about the google calendar email
