I prefer to have my tables use the scrollbar rather than collapsing. Is it possible to have the scrollbars appear below certain widths?

If I understood you correctly, you'd like to have both, just on different widths, right?
If that's true, you can configure the Tablet's width in wpDataTables settings, so the defined width is considered as tablet devices. All screens below that value (for example 1060px) will be considered as tablets, and the columns will collapse when the screen is below the given width, while Scrollable option can be enabled for everything above that.
The Scrollable option can be enabled, and it depends on the content width - the page section where the table is displayed.

I'm sorry to disappoint you, but unfortunately you can't choose on which screens you can enable the horizontal scroll.
It won't let you import the file because the first column doesn't have a header:
Just add the header on that empty line on top, and it will allow you to import the file.
As for sorting - the plugin is sorting all tables, and is doing that by the first column it sees, so if you wish to have it sorted like you have it in Excel, just add an ID column to the file, where each row will have a unique ID, so it's sorted by that column.
