Is it possible to place the print copy pdf buttons at the bottom of the table instead of at the top?

Unfortunately, it is not that easy to achieve merged cells because wpDataTables is based on datatables.net JS plugin and JavaScript.
As for the second question, yeah - that can be done:
Please go to line 3190 of the file ../wp-content/plugins/wpdatatables/source/class.wpdatatable.php and you'll see this:
"BT" are export buttons, so you need to move them to the end of this list.
For example, if you move them to be before pagination ("p" in the row):
It will look like this:
If you need it in a new row, you need to change the line to:
And it'll look like this:
