Does wpdatabales front end editing provides a option where each week a user can upload the updated CSV file and wpdatatables adds the newly added rows from that CSV file to the database, instead of adding one row at a time.
I am sorry to disappoint you, but unfortunately something like this is not possible with the plugin's built-in features.
At the moment there are no such features. The only way you can update the CSV file would be to replace the source file in ../wp-content/uploads/YEAR/MONTH folder. However, you shouldn't delete, rename, rearrange or add new columns to the file, or the table will break.
