Unfortunately, you can't use a variable without ".all". The add-on wouldn't know which value to pull from the table.
You can set the default rows visible to be "1", and enable "Follow table filtering" when creating the report. That way, you would be able to filter the table, so it only shows one row. I don't know if that would be useful in your case, though.
Another way would be to generate a multi-file report, so every row is downloaded as a separate report.
