Is it possible to allow the user to Edit a table/record data but strictlry Edit.
Meaning not to allow Adding new records nor to Delete any record.
Please advice.

There is some custom CSS which you can add to hide the "Add new" and "Delete" buttons from the tables.
Please take a look at this thread from our FAQ section.
You can use one, two or all three in main settings of wpDataTables/Custom JS and CSS/Custom CSS field if you want to hide this for all tables, back-end and front-end; or if you want to hide it only on certain pages in front-end, you can use the same code, but between the <style>...</style> tags, on the page where you're adding the table's shortcode, like this:
