unable to change business address in settings and location

This shouldn't be happening though, if we're talking about Company info:
As for the location - you're talking about the Locations tab?
For the locations to work properly, you will need to enable all these APIs in the Google Console:
Did you add your billing account? You can read more about this here.
You should be able to enter new addresses without the map though, so can you please show me what's going on in a screenshot, or a screencast?
