I believe you should be able to create something like this easily with wpDataTables, however we don't have any functions that could trigger sending an e-mail, or by contact form.

You can add URL Link columns or e-mail link columns, but that's about it.

Please let me know how these buttons in your screenshots would work, and I may offer a better response.
