I am looking for short-code (or similar) to include ability for my clients to re-schedule their own appointments from their portal page (front-end page). And, or the code to include the link in the notifications emails to re-schedule their appointment (I can only find the link to cancel the booking). I do not want to give my clients access to the WP-Admin of my site. Ideally the clients' portal page will include their appointment/billing history as well as the ability to re-schedule and/or cancel bookings.

I am sorry to disappoint you, but unfortunately something like this is not yet possible with the plugin's built in features.
When your customers make an appointment, you can have Amelia automatically create a WP User for them, which will have an "Amelia Customer" user role. That doesn't give them WP-Admin credentials by a long-shot, but instead a very limited access, similar to what you can find on our Amelia Back-end demo.
Customers, though, would only have access to their appointment and calendar. If you enable "Allow customers to reschedule their own appointments" slider in Roles Settings of Amelia, they will be able to reschedule their appointments:
