The character limit for a single SMS message is 160 characters, however most modern phones and networks support concatenation and segment and rebuild messages up to 1600 characters. Messages not using GSM-7 encoding are limited to 67 characters.
So, if your SMS notification is long enough to fit into 4 messages, that is the reason why you got charged for 4 messages.
Which still doesn't make sense as I used a character counter and came to 196 characters for my "approved" booking SMS which should be counted as two messages and yet its charging me 4...
I just checked again and it was a different number of characters the first few times I sent it out; it's currently 196 characters and charging me for 2 messages, so I can confirm charges are correct.

So I sent a test SMS to myself and was charged $0.045 for the SMS when the pricing list says i'm supposed to be charged $0.01125.
