Is there a way where I can set a service (Other Service) from the back end so that it allow customer on the front to enter a service of their choice (or a description)?
For example from the front end: A customer chose "Other Service" and than there is a text box where they can enter a short description of a service of their choice.

You would actually need to create a service called "Other Service", and add a custom field (located under Customize) at the end of the booking form.
My advice would be to add two fields, actually, because custom fields will show on all services. So, I'd recommend adding "Text area" and "Checkbox", something like this:
When the users get to the end of booking procedure, it would look like this:
