Oh I see now, I first have to go into their WP User profile and give them an Amelia role first, before they show up as a WP user to add. This is not very intuitive, I suggest that you allow the Add Employee screen to search all WP Users, whether or not they have that role, and then ask which Amelia role you'd like them to become.
That is exactly right, the employee must have an "Amelia" user role before you can connect existing WP User with the Amelia role (be that manager, employee or a customer).
