If the user exists in the WP database under "Amelia Customer" user role, it should be displayed there.
Otherwise, you'll need to create one. Usually, the user is set as subscriber, or another user role in WP Users settings, and that's why they don't appear in the Customers section when you're doing it in Amelia.
When I try to associate a customer with a WP User, it doesn't bring up the users. Even wehn I type in the users username. Nothing comes up.

So if anyone has already created a user on my site or is an administrator on my site what happens when they create a user with the same email address?

WordPress will not allow you to create two users with the same e-mail address:
You can change the user role in main WordPress settings, though.
