My requirement is for a table that has a two row title where row on spans 1-4 columns
row1 columns 1-4 Have one cell with "Bus"
row2 Column1 "total time"
row2 Column2 "Walking Distance"
Row2 Column3 "Frequency"
Row2 Column4 "Miles"
other Row2's can have 1-6 columns and will vary
Can this format be imported from an excel file

I am sorry to disappoint you, but unfortunately Merged cells aren’t currently supported by wpDataTables, so creating a table like the one you attached is not possible.
There is an option called row grouping, but I doubt that it will suit your needs.
