I am sorry, but I don't quite understand what you want to download.
There's a "Travel Agency offers" template in the documentation of Report Builder, if that's what you mean? The table used in this example is not available for download. You can basically see the table, and re-create it manually in wpDataTables.

If you have all the data in your database, you can use second option (Create a SQL-query-based table by generating a query to any custom SQL database with a GUI tool), and if you're pulling the data from POSTS, TAXONOMIES, POSTMETA you should use the first option (Create a MySQL-query-based table by generating a query to WordPress database (posts, taxonomies, postmeta) with a GUI tool).
If you still don't have this data anywhere in the database, and you want to create it from scratch you can simply create a manual table, and add the values manually. This will create a table in your database.
