I am sorry to disappoint you, but unfortunately creating conditional logic between columns is not possible with the plugin's built-in features.
How would you explain in a bit more detail what you meant by "dynamically fill the button text of a URL"? To change the name of the button individually per a cell is possible, but not dynamically.
Just, please try to explain in as much detail as you can, and I'll try to help you out.
When you set the column type to be "URL Link", and enable the "Appear as button" slider, you need to go to the "Editing" tab, and make it "One-line edit":
Then, when you enter the data for that column, it would be in this format:
