I'm not able tp change some settings like the date and time format. The cursor changes from a pointer to a hand when I hover over these data fields but the drop down does not seem to be active. I purchased and installed the plugin last night. I have Wordfence set to learning mode.
There is probably a conflict with the bootstrap.js files.
Please go to wpDataTables main Settings on Your wp-admin page. You'll see Include full bootstrap front-end and Include full bootstrap back-end. Disable both sliders, hit Apply and refresh Your page.
Please let me know if You managed to resolve the issue.

Aleksandar, I watched the MP4 that you send. I saw that it is working for you. I tried to duplicate what you did in the video , but it does not work for me. I don't know that if matters, but what browser and version of browser are you using? I have tried with Chrome, Microsoft Edge and Firefox. Do you have a the ability to host a screen share session like webex? I could let you try on my machine and see what happens. I don't know how to use the F12 Chrome developer tools to troubleshoot a web page. If you do then perhaps we can try that as well. I know it is late where you are. Maybe we can schedule a time to troubleshoot. I know you need a day off too.

When I disable WP Live Chat Support the fields on the previously inaccessible fields on the wpDataTables settings page are accessible. Enableing or disabling the front and backend boot strap in wpDataTables does not affect the access to the settings page fields. When the WP Live Chat Support plugin is disabled I'm able to access the settings page fields when the bootstraps are enabled or disabled. You cannot run the pro version without the base version.

No problem on the timing of your response. I understand that you are 6 hours ahead of me. I have opened a ticket with the support team at WP Live Chat Support. They are going to take a look at this as well on my site. Let's wait and see what they find before you spend any more time on this. I will keep you informed. What specific setting(s) did you have to change within WP Live Chat? I am having the same exact issue. When I deactivated WP Live Chat, I was able to then fully utilize the wpDataTables plugin.
It's been a little while since we had the problem. As best as I recall the issue was specific to the Wordpress Admin user profile I was using. When I created a new Admin user ID I was able to change the settings with WPDataTables. I think I talked to Nick WP Live chat support and they made a fix for this. The issue was with WP Live chat Support, not WP Data Tables.
FYI - There is a much more serious issue with WP Live Chat support as of today 5/18/19. I had to deactivate their plugin because it brought my site down. Goto their support page and look at the recent reviews there. Also The Wordpress site has blocked new installs of the plugin. I'm going to open a support ticket with them as we need a chat feature on our site and if they can't fix the issue ASAP I will have to go with another solution. I hope this helps.
