When you open column settings, and go to "Data" tab; you need to change "Possible values for column" from "Read from table on page load" to "Define values list". Please take a look at attachment (Selection_392) to see how it looks like by default.
With this setting, the drop-down filter sorts like this:
To change this, you simply need to re-arrange the order in the defined values list (attachment "Selection_395"), and after you apply those settings, the order in the drop-down appears like this:
Please notice that "2007" was added after "2012" and that's exactly how it looks in the filter.

But I liked use a specific order...
