The highchart Scatterplot is not a Scatterplot. The x-axis has to be a number not a string. With a string (and integer numbers are also handeled as a string) the x-axis works as a category. Also the tiptool text Shows not the right x/y values. The Google chart Scatterplot is right. You can use this as an example.
Yes there is a issue with Scatterplot when you are using only numbers in chart.
I can confirm now that this is the bug on our side and thank you very much for reporting it.
I will forward this to my team and it will be fixed for the next major update. My suggestion for now is to use Scatterplot chart in Google engine.

Thank you for your suggestion. We carefully follow customers requirements and try to implement most of them if they appear in requests from time to time, so we will add to our idea list and look into some possible solutions on plugin side in the future.

Thank you for your suggestion. Our Higcharts are based on Highcharts library and you can check on his demo that is the same as in our plugin. If is does not return charts that you need you can use Google chart engine.
