There is a problem with wpDataTables to display settings and options in any pages.
For your info: - I am currently using the latest WordPress version (4.9.8) - Divi theme (3.15) - Latest PHP 7.2 - No missing JS error reported from the chrome dev console
Unfortunately the issues like conflicts with third party plugins or themes are always possible due to the nature of WP. It is probably conflict with some of plugins or theme that you are using. Can you try to deactivate other plugins one by one and see which one cause the issue. If non of them causing this conflict hen you can try to change the theme and see is problem with the theme.

Yes, you are right. The conflicting plugin is "Post Grid" by PickPlugins.
Maybe you can create page to identify known conflicting plugins.
