According to (?) help, value can be specified either as % or px, but if I entering value bigger then 99px it silently ignored with success status and doesn't change column width, but if I won't specify any suffix for value then it works as it was set value in px and set correct width.

Can you please tell me are you entering in that column just a number ( 99) or with the pixels ( 99px) ?
You will see in the tooltip that if you want in pixels just enter the number without px.
