Are there any plans (and/or current workarounds) to run a report that outputs a chart, table, and placement of column values?
As well, are there any plans for pdf creation?
We have purchased wpDataTables, wpDataCharts, the Formidable Forms connector, and the Report Builder add-on. We would like to create a Report Builder template that includes "header" level data strategically placed in the word/pdf document, "detail" level data in a table, and "detail" level data in chart(s).
When purchasing, we were under the impression that all tms plugins would work together. As it is, charts will not print with tables, tables do not print to pdf well at all, you cannot print both together, and report builder has nothing to do with wpDataCharts.
There are plans for implementing PDF reports with Report Builder and this feature will be probably implemented for next major update. Unfortunately we do not have plans for implementing charts in report builder.

To avoid such situations we have a fully-featured 'sandbox' site where one can try plugin's features before purchase, a free version of the plugin which can help to get a better understanding of how the plugin is working, all the plugin's documentation is available to anyone before purchase and we try to clear up all the limitations of different features, and we always answer all pre-purchase questions clearly and honestly so that potential buyers would have clear understanding of how the plugin works.

I am building a solution now that shows test results for a component....you could use student test results as an example. The table would contain the student test results over time and the chart would be a line graph showing those results over time.
Thanks for sharing ideas with us. We will think about this, see if it is possible to include charts in the reports (It depends on chart libraries that we are using) and maybe implement this in future, but I can't promise you noting for sure.

Currently we do not have this task in our backlog but can you explain us in more details how would you use charts in the report builder?
