    Hi Phil,
    Thank you for the inquiry.

    By Envato policy one licence is per one site except if you are using testing, dev or staging domain. You can use one licence on production website and on your test environment.

    Yes, same thing. Except Extended licence should be used for commercial website as I know. You can read here about Regular License and Extended License.

    Here is the main difference between those two licenses from Envato forum:

    "1) Regular License: You can use it to create 'an' application item(one same item) and distribute it FREE of charge to others(multiple persons).

    2) Extended License: You can use it to create 'an' application item(one same item) and 'sell it for charge or distribute' it FREE of charge to others(multiple persons as in ENVATO marketplaces).

    So, as I understood, it's the only about FREE distribution(no charge) or SELL(charge) for your END-users."
