Scrollbars are controlled by browser and there is no option to just place scrollbar on top but there is a fix for this which you can find in this ticket
Because this is a fix and not a proper solution there might be some inconsistencies in behaviour.
There is second option to do this but it is much more complicated solution which requires knowledge of JavaScript and customization for your specific case.
